CD-ROM stands for compact disc - read only memory. A CD-ROM is a "read-only" disc, which means that it cannot be written on or erased by the user. Thus, you as a user have access only to the data imprinted by the publisher. Keep in mind that a CD-ROM cannot be used in your personal computer's diskette drive, you must have a CD-ROM drive on your computer.
