* The due date of oversea submission is extend to 30-April-2004 The third International Conference on Machine Learning and Cybernetics (ICMLC 2004), will be held on 26 – 29 August 2004 in Shanghai, the leading international metropolis on the east coast of China. As with our previous two conferences, this event intends to bring together researchers and developers from the academic field and industry all around the world to share their research results and to explore research collaboration in the areas of machine learning and cybernetics. In the past the conference has attracted a large number of participants, which enabled contacts to be established and the fruitful exchange of ideas among participants.
